you need to get bite by one
You can use persuasion to make a vampire bite any of the Sims in the lot. It won’t be the one you’re controlling, but you can wait around for the one you want turned to show up. The vampire Sims pretty much hang out in any of the locations in the NightLife area after dark. So build up those persuasion points, it’s really pretty easy.

enter in the neighborhood
SHIFT+click on your person.
select “make me a vampire”
